The refresher presentation is for a mixed audience of returning teachers and new teachers. The information is approachable enough for new-to-district teachers, while the Distinguished shift, Domain 4, and work-bank comparison give returning teachers a concrete growth lens. The session is timed to fit easily into a staff meeting for about 30 minutes.
Mental Health Training under 19 TAC §153.1015
Who: Every school district employee who regularly interacts with students — teachers, counselors, nurses, administrators, paraprofessionals, substitutes, custodians, cafeteria staff, bus drivers, crossing guards, coaches, SROs, and administrative support. Districts may extend it to contracted staff and supervisors.
How often: One time per employee (per TEC §22.904).
Required content — must cover both:

§(d) — Core competencies: mental health & substance-use prevalence, prevention strategies, child development and ACEs, protective factors, recognizing warning signs (aligned with TEC §38.351), how to support a student, how to engage parents, community resources and referrals, and staff wellness.

§(e) — Local district practices & procedures in each of the TEC §38.351(c) areas: early prevention/intervention, social-emotional skills, substance abuse prevention, suicide prevention/intervention/postvention, grief- and trauma-informed practices, positive school climate, PBIS, and positive youth development.

The rule sets a staggered phase-in so every applicable staff member is trained by the start of the 2028-2029 school year:
